The reason is, macOS 13 is rumored to be bringing improvements from the visual aspect, features, etc.

A report from MacRumors says that macOS 13 will be named "Mammoth".
The report is based on a trademark document that Apple filed several years ago.
In addition to the Mammoth name option, MacRumors predicts that Apple will likely name macOS 13 either Mammoth Lakes or Mammoth Mountain.

Mark Gurman of Bloomberg mentioned that macOS 13 will bring an overhaul of System Preferences.
The System Preferences view in macOS 13 is made more compatible with the Settings app on iPhone and iPad, including individual settings set by apps.

Release Schedule
